Sub-regions were created as a response to the need to divide the activities of the CISS by regions and address the needs and requirements of the countries that comprise it. During the 34th Ordinary Meeting of the Inter-American Social Security Standing Committee, CPISS, held on December 6, 1990 in Mexico City, there was a proposal to establish the Sub-regions of the CISS.
The formal beginning of these sub-regions was during the 37th Ordinary Meeting of the CPISS, held on December 6, 1993, in Mexico City.
Each Sub-region has an Executive Council that shall be responsible for the coordination of the activities of the Sub-region. The Executive Council shall consist of a representative of each country. The coordinator of the Executive Council shall be elected from its members every three years concurrently with the General Assembly of the CISS, and the office of the Executive Council shall be in the country in charge of
