General Secretariat

General Secretariat: it is the body in charge of administration and coordination at the CISS; it is headed by a Secretary-General, who must be elected every 3 years by the General Assembly.

Main functions:

  • Issuing statements and recommendations concerning social security.
  • Deciding on affiliation and disaffiliation requests of membership.
  • Establishing the necessary policies and standards for the fulfilment of the objectives of the CISS.

The General Secretariat is in charge of:

  1. Ensuring the full implementation of the activities and provisions of the CISS.
  2. Keeping members of the CISS informed about the activities carried out by the agency.
  3. Promoting cooperation among the members of the CISS and with international organizations, institutions and related organizations, to support and strengthen social security.
  4. Fostering relations between the bodies of the CISS.
  5. Systematizing and updating the information on the conditions of social security in the Americas.
  6. Designing and implementing the editorial policy of the CISS.
  7. Submitting an annual report and program of activities to the General Assembly.
  8. Preparing the annual budget project, which must include the projects submitted by the various bodies.
  9. Managing the finances of the CISS in full compliance with the budget and regulations approved by the General Assembly and the procedures manuals.
  10. Managing and investing the funds of the CISS under the best conditions of security and profitability.
  11. Preparing the Regulation projects relating to its assigned functions and submitting them for consideration to the Standing Committee.
  12. Requesting the bodies of the CISS the supporting information and documents related to the financial and budgetary management in compliance with the terms of the respective regulations and procedures manuals, and the administrative autonomy of each one of them.
  13. Appointing and dismissing staff members of the General Secretariat.
  14. Submitting the annual balance and income statement to the General Assembly.
  15. Requesting and receiving applications for the election of the authorities of the CISS and submitting a report to the General Assembly indicating whether each of the candidates for President, Vice-Presidents, Secretary-General and Controller of the CISS complies with the requirements set out in the Call for Candidates.
  16. The Regulation for the election of officers of the CISS shall establish the standards and procedures that the General Secretariat shall fulfil for obtaining the nominations, including the deadline for the submission thereof.
  17. Acting as Secretary, with the right to speak, in the meetings of the General Assembly and the Standing Committee.
  18. Attending the meetings of the Board of Directors of the CIESS, with the right to speak.
  19. Complying with other obligations laid down in the Statute and Regulations, or as determined by the Chair of the CISS.

The Regulation for the election of officers of the CISS shall establish the standards and procedures that the General Secretariat shall fulfil for obtaining the nominations, including the deadline for the submission thereof.

  1. Acting as Secretary, with the right to speak, in the meetings of the General Assembly and the Standing Committee.
  2. Attending the meetings of the Board of Directors of the CIESS, with the right to speak.
  3. Complying with other obligations laid down in the Statute and Regulations, or as determined by the Chair of the CISS.
  4. The Secretary-General shall report directly to the General Assembly and the Standing Committee, as appropriate, on the exercise of the functions assigned to the General Secretariat.

El Secretario General responderá de manera directa ante la Asamblea General y el Comité Permanente, según corresponda, por el ejercicio de las funciones asignadas a la Secretaría General.

Omar de  la Torre

As of January 1, 2016, he is the Secretary General of the Inter-American Conference on Social Security. He has extensive experience in Public Administration. He has worked in the Mexican government in various agencies: as Assistant Secretary to the President of the Republic; in the Secretariat of the Interior, as Head of the Migration Policy Unit and, during 2015, head of the Under-secretariat of Population, Migration and Immigration Affairs; he also served as Minister of ImmigrationAffairs at the Mexican Embassy in the United States. At IMSS, he served as Internal Communication Adviser to the General Directorate and Policy Coordinator of Care to the Right-holder.

In 2015, he held the Precidency Pro Tempore of the Regional Conference on Migration, reviving its usefulness as a mechanism to generate public policies in the North and Central American region. For the 2016-2019 period, he was appointed by the OECD as adviser on migration of the Working Party on Migration.

He holds a degree in Law by Universidad Anáhuac, and has Master degree studies in Political Science by the National Autonomous University of Mexico and in Public Administration by INAP, as well as a Diploma in Ideas and Institutions in Mexico by ITAM.
